The JRP aims to deliver metrologically sound measurement of fundamental radiological quantities such as ambient dose equivalent rate, radioactivity concentrations in air and ground contamination levels in real-time. This requires novel multidisciplinary approaches to be taken by a European collaboration of metrology and research institutes, including the JRC at Ispra which is responsible for the EURDEP database, accompanied by stakeholders and manufacturers of radiological monitoring detector systems. This JRP will provide the unique possibility to comprehensively address the harmonisation of the radiological early warning networks in Europe - the largest and most comprehensive environmental radiation monitoring system worldwide.

The Physikalisch-Technische Bundesanstalt (PTB) is the national institute for science and technology and the highest technical authority of the Federal Republic of Germany for the field of metrology and certain sectors of safety engineering. PTB comes under the auspices of the Federal Ministry of Economics and Technology. It meets the requirements for calibration and testing laboratories as defined in the EN ISO/IEC 17025. It has a staff of about 1600 employees of whom about 500 are graduates. It is fundamental task of PTB to realize and maintain the legal units in compliance with the International System of Units (SI) and to disseminate them.
Two PTB’s departments participate in the JRP, i.e. the department “Radiation protection dosimetry”, which will contribute to the investigation of existing dosimetry systems as well as to the development of new spectrometry systems for environmental radiation monitoring and the department “Radioactivity” which will focus on airborne radioactivity monitoring networks by the development of new and faster radiochemical methods, for the determination of alpha and beta emitting radionuclides and on investigations of the influence of radon and its progenies on the measurement results of dosimetry and air borne radioactivity detector systems.
Both departments will also essentially contribute to investigations related to traceability and harmonization of measurements in the context of radiological early warning networks in Europe.
CEA is the French atomic energy commission. Its laboratory LNHB (Laboratoire National Henri Becquerel) is the French National Metrology Laboratory for ionizing radiation since 1969, date of creation of the Bureau National de Métrologie (BNM). According to the reorganization of French metrology in 2005, the BNM was replaced by the LNE (Laboratiore National de métrologie et d’Essais) as National Metrology Institute. In this frame, the CEA is today one of the four French national laboratories, federated by the LNE to cover the entire domain of metrology (time, length, mass, electricity, and others).
The CEA is in charge of the metrology of absorbed dose and activity of radionuclides. The main tasks of the CEA are maintenance of the existing references at the best level, to creation of new references meeting the needs of the society for health and industry and transfer of the references to the users through Secondary Standard Labs (SSL) or directly when commercial services do not exist.
CEA is accredited by the French accreditation body (COFRAC) through ISO 17025 and participates in the Mutual Recognition Arrangement (MRA) between National Metrology Institutes.
In particular, the laboratory has got a long experience in the field of gamma measurements, gamma spectrometry for decay data measurements (photon emission probabilities) and characterization of samples including environmental ones.
CIEMAT is a public research institution with relevant activities in many topics of Radiation Protection since 1950s, including: dosimetry, metrology of ionizing radiation and radionuclides, environmental monitoring, environmental modelling and assessment, radiological early warning networks (includes ESMERALDA, a radiological and weather reference station fully operative since 1997), and support in case of radiological or nuclear events, among others. CIEMAT also cooperates with the Spanish Regulatory Body (Consejo de Seguridad Nuclear) and the Spanish Directorate of Civil Protection and Emergency to continuously improve the national early warning networks, as well as the response to radiological and nuclear emergencies. CIEMAT is the designated institute of the Spanish Metrological Centre, in the field of ionizing radiation.
Cesky Metrologicky Institut Brno (the Czech Metrology Institute) is the Czech national metrology institute of. The basic subject of the CMI is the function as a state administration body according to the Law No. 505/1990 Coll. on metrology in the fields of national standards, dissemination of units and measuring instruments legal metrological control.
The CMI activities include maintenance and technical development of national, primary and secondary standards including measurement units dissemination to secondary standards, type testing, verification and calibration of measuring instruments, scientific, development and research activities in the field of metrology, providing of metrological expertise, issuing of certificates and expert opinions, managing of certified radionuclide standards.
The National Institute of Ionizing Radiation Metrology (ENEA-INMRI) is responsible for developing and providing the Italian national standards relating to the ionising radiation quantities. The metrological activities at ENEA-INMRI are carried out along the following lines: Therapy level and industrial radiation processing dosimetry standards, Protection level dosimetry standards, Radionuclide and neutron standards. A calibration service for instruments used in the measurement of ionising radiation is performed at ENEA INMRI, according to the MRA, for medical, research, industrial and radiation protection purposes. The research activities at ENEA-INMRI include: development of new detectors and detection methods, computer simulation, radioactivity reference materials. In the field of radionuclide metrology, the ENEA-INMRI can rely on various active and relative measurement systems and a new radiochemical laboratory for manipulation of radioactive materials for preparation of standard radioactive sources and radiometric reference materials.
The “Horia-Hulubei” National Institute for Physics and Nuclear Engineering (IFIN-HH) is responsible for developing and providing the national standards related to the ionizing radiation quantities in Romania. IFIN-HH is designated institute to EURAMET for the field of the ionizing radiation. The metrological activities at IFIN-HH are carried out in the following areas: radiological protection level dosimetry standards, environment dosimetry standard, absolute standardization and relative activity measurements, evaluation of nuclear decay data.
In IFIN-HH, calibration service for instruments used in the measurement of ionizing radiation is performing according to the accreditation of the Romanian Accreditation Body (RENAR), for radiation protection, industrial, medical and research purposes (at this moment).
The research activities in the field of the ionizing radiation metrology include development of new calibration methods for detectors and instruments and development or improvement of new detection methods.
The basic activities of the Infrastructure group for radioactivity measurements at Department F2 (IJS) are basic research in the field of ionising radiation, including calibration and testing. It is designated institute by MIRS and holder of national standards for air kerma, dose equivalent and activity. Beside this it is appointed by SNSA as authorised laboratory for testing and providing expert opinions in the field of radioactivity measurements, including environmental monitoring programs, as well as radioactive waste measurements.

Two institutes from European Commission’s Joint Research Centre participate in this project, i.e. the Institute for Reference Materials and Measurements (IRMM) and the Institute for Transuranium Elements (ITU).
The European Commission’s Joint Research Centre's Institute for Reference Materials and Measurements (IRMM) is a transnational metrology institute of the European Commission and takes part in the JRP under roof of European Joint Research Centres (JRC). Its Radionuclide Metrology Laboratory, founded in 1960, has a considerable experience in the primary standardisation of activity, low-level radioactivity measurements and in nuclear decay data measurements. The JRC IRMM operates low and ultra-low activity level HPGe detectors, Liquid Scintillation Spectrometers and other detectors, source preparation facilities, radiochemistry lab and makes use of primary and secondary standardisation methods with traceable values.
JRC-ITU provides the scientific foundation for the protection of the European citizen against risks associated with the handling and storage of highly radioactive material. JRC-ITU’s prime objectives are to serve as a reference centre for basic actinide research, to contribute to an effective safety and safeguards system for the nuclear fuel cycle, and to study technological and medical applications of radionuclides/actinides. In support to DG ENER D.3 (Radiation Protection Unit), the Radioactivity Environmental Monitoring Group of the Nuclear Security Unit conceives, develops and operates systems for the international exchange of environmental data and information for the purpose of radiological routine and emergency (ECURIE and EURDEP) monitoring.
The National Physical Laboratory (NPL) is the UK’s national standards laboratory. Founded in 1900, it has become a world leading National Measurement Institute (NMI), with over 400 specialists in measurement science and Research & Development. As the UK’s national standards laboratory, NPL underpins the National Measurement System, ensuring consistency and traceability of measurements throughout the UK. NPL offers a range of measurement services, contract research, consultancy and training services. Other areas of expertise include the design and characterisation of engineering materials and also mathematical software, especially its application to measurement and instrumentation.
The Radioactivity Group at NPL has been established for over 100 years and has 20 members of staff working on the standardisation of radionuclides, environmental radioactivity measurement techniques and the performance of calibrations for monitoring instrumentation used to measure airborne radioactivity at nuclear plant. A new facility is currently being commissioned to enable the calibration of continuous air monitoring equipment used for worker radiation protection purposes at nuclear facilities with support from the NPL Analytical Science Group who have experience in the inactive monitoring of air quality.
The Belgian Nuclear Research Centre, SCK•CEN, is a foundation of public utility under the tutorial of the Belgian Federal Minister in charge of energy. More than 650 employees realise a turnover of 90M€. Throughout its sixty years of experience in the field of nuclear science and technology, radiation protection and radiobiology, the Belgian Nuclear Research Centre, SCK•CEN, has earned a reputation as a centre of excellence for research, training and education in the field of peaceful applications of nuclear science and technology and ionising radiation.
The SCK•CEN Nuclear Calibration Laboratory is a Designated Institute and disposes of several radioactive sources for the calibration of a wide range of nuclear equipment, from personal dosimeters to survey monitors. The available sources can also be used when very precise dose/dose rate irradiations are needed for research purposes. The laboratory is accredited by the Belgian Accreditation Organisation (BELAC) for its gamma and neutron calibration methods. Participation in the JRP concerns above all development of new capabilities for in-situ gamma-ray spectrometry.
Turkish Atomic Energy Authority (Türkiye Atom Enerjisi Kurumu − TAEK) was first established with the name of Atomic Energy Commission in 1956 as a governmental organization; its name and structure has been reformed in 1982 with the main objectives of policy making on nuclear energy and technology, regulation, licensing and inspection, research and development and training. The main duties, responsibilities and jurisdictions of TAEK are carried out by specialized departments. SANAEM (Sarayköy Nuclear Research and Training Center) and CNAEM (Cekmece Nuclear Research and Training Center) are the affiliated research centers. TAEK has been designated in 2007 by the National Metrology Institute (UME) in the field of ionizing radiation.
The main field of activities of SANAEM are; measurement and analysis, radiation metrology, personnel dosimetry service, medical physics, irradiation technology, accelerator technology, nuclear techniques, nuclear electronics and training. Radiation Metrology Division (RMD) at SANAEM was established in 2012 to provide uniformity and reliability of the measurements in the field of ionizing radiation metrology. The aim is to be a reference laboratory in ionizing radiation metrology, to be a national PT provider and to prepare and supply SRM to the laboratories in the country. The radioactivity measurement laboratories are accredited by Turkish Accreditation Agency (TURKAK) according to ISO/IEC 17025. The new laboratories of RMD are equipped with Compton suppression spectrometer, autoradiograph, defined solid angle alpha particle counting (DSA) system, ionization chamber calibrated by PTB and TDCR (triple-to-double coincidence ratio) system. Calibration services are currently carried out by CNAEM. Secondary standard of SSDL at CNAEM is protection level dosimeter which has a volume of 1000 cc. Traceability of this standard has been carried out by PTB. The installation of a new SSDL at SANAEM is in progress and is planned to be operational in 2015.
The Bundesamt für Strahlenschutz (Federal Office for Radiation Protection) is the official organization of the German republic regarding all matters of radiation protection. The BfS department for emergency preparedness operates a network of about 1800 dose rate probes equipped with Geiger-Müller counters, and systems for trace analysis of particulate bound radionuclides and noble gases (Kr-85, Radioxenon). BfS has a measuring station at Mount Schauinsland where automatic and manual sytems for environmental monitoring are operated in parallel. The station is also integrated in the international measuring system (IMS) of the Comprehensive Nuclear Test Ban Treaty (CTBT) and part of the sparse network according 35/36 EURATOM. In addition BfS is operating the Intercalibration facility (INTERCAL) on mount Schauinsland.
IRSN is the nation’s public service expert in nuclear and radiation risks, and its activities cover all the related scientific and technical issues. Its areas of specialization include the environment and radiological emergency response, human radiation protection in both a medical and professional capacity, and in both normal and post-accident situations, the prevention of major accidents, nuclear reactor safety, as well as safety in plants and laboratories, transport and waste treatment, and nuclear defense expertise.
IRSN interacts with all parties concerned by these risks (public authorities, in particular nuclear safety and security authorities, local authorities, companies, research organizations, stakeholders’ associations, etc.) to contribute to public policy issues relating to nuclear safety, human and environmental protection against ionizing radiation, and the protection of nuclear materials, facilities, and transport against the risk of malicious acts.
The Aristotle University of Thessaloniki (AUTh) (http://www.auth.gr) is the largest Higher Education Institution in Greece and Southeastern Europe, with 13 faculties and a total of 42 departments and 4 independent Schools The REG(AUTH) will be performed by The Nuclear Technology Laboratory (http://nestoras.ee.auth.gr) of the department of Electrical and Computer Engineering of the Aristotle University of Thessaloniki. The Laboratory’s staff worked during the last twenty five years on the diagnostics of Nuclear Reactors, on the consequences of the Chernobyl accident on the agricultural production and natural ecosystems at Northern Greece, on indoor radon , on the development of new techniques (e.g. in situ gamma spectrometry for indoor measurements),on the simulation of germanium and plastic detectors, on fast ion interaction with matter with emphasis on the ion induced electron emission from solids . The laboratory possesses a complete set of instruments for the implementation of special measurements on radiation detection. This equipment offers the ability for the qualitative and quantitative determination of radionuclides with laboratory as well as with in-situ measurements. The Laboratory is a member of the National network for measuring the environmental radioactivity. The Laboratory is also a member of ALMERA network established by the IAEA. The Institute of Energy Technologies (INTE) (http://inte.upc.edu) is one of four university research institutes of the Universitat Politècnica de Catalunya Barcelona Tech (UPC). The Institute specialises in ionising radiation, the physics and technology of detectors and particle accelerators, and energy studies. The INTE researchers involved in the SRT-v15 project (Metrology for radiological early warning networks in Europe) have more than 20 years experience in environmental radioactivity metrology and in Monte Carlo simulations. In this context, the INTE-UPC operates the facilities both, for research and as calibration service: Atmospheric Radiological Control Station, Radon chamber, Calibration and Dosimetry Laboratory, Radiochemical and Radioactive Analysis Laboratory. At the INTE-UPC the general purpose MC code PENELOPE, among other applications, is used to characterize detectors for early warning stations. Furthermore, one of the researchers or our team is a coauthor of the PENELOPE code.
